Road Construction

MGC property also specializes in roads construction, roads rehabilitation and associated infrastructure development, including bridges, culverts and water collection tanks. Since inception of MGC Properties, we have been providing our clients with reliable and innovative solutions to their most complex road construction needs. We are widely known for our superlative construction machinery. Our success stems from our passionate and dedicated team of qualified and experienced engineers, supervisors, technicians, administrative staff and co-workers. Their expertise enables quick flow of knowledge and efficient decision making throughout the project.

Every project has unique requirements ranging from size to time and resources. Understanding this has helped us to build a team that provides solutions to every road construction need. We have recently completed the construction of urban roads upgrading to Bitumen in Maseru, Mafeteng, Quthing, Berea, Thaba Tseka and Mokhotlong. Our project managers start from nothing to blacktop in design, contracting, implementation, supervision, and maintenance of roads to deliver outstanding projects on time. Our success is based on our strong commitment to Quality, Safety, Innovation, Flexibility and Customer Satisfaction. Our equipment includes tipper trucks excavators, graders, loaders, rollers, dozers, tractor loaders backhoes (TLBs), premix asphalt plant and chip spreader.

10 years ago, gravel roads were acceptable, and this is no longer the case as population and commercial growth demand better road transport systems.   Gravel Road upgrades and improvements are a critical factor in facilitating development, as well as commercial and agricultural growth. Hence the involvement of MGC properties for the upgrade of gravel roads to bitumen in above mentioned six Lesotho districts.

Recently completed road construction projects are the rehabilitation of Lekhaloaneng, Pita Matala road and the rehabilitation of Alwynskop to Tele bridge road. Approximately 9.5 kilometres of the tarred road from Alwyn’s Kop to Tele Border Post in Quthing was upgraded from gravel to bitumen by MGC properties. The project was launched in May 2018 and forms part of a major infrastructure upgrading plan that will strengthen links between Lesotho and South Africa.  MGC responsibility was the planning, designing and implementing the upgrading, rehabilitation and maintenance of that primary road.

The rehabilitation project of Lekhaloaneng, Pita, Matala road was a 7.5km road project that commenced May 2015. The project objective was to ease community’s movement henceforward improve their day to day lives. Just like other projects, we were faced with a few challenges that included reluctance of property owners and uncontrollable heavy rains. But since our team knows that timely completion of construction projects is considered one of the most important factors referring to the project success, as well as the quality and the safety, all issues were addressed on time for the project to continue.

The 7.5km was completed April 2019 and the official handover to the client was done June 2019. Our client expectations were met in this project and all that was achieved by being committed to sustainable development, safety and environmental protection.

Gravel To Bitumen Upgrade Benefits

Lesotho Protection Of Property Rights

Secured interests in property, both movable and real, are recognized and enforced under the Land Act 2010. The concept of a mortgage exists; mortgages are protected under the Deeds Registry Act of 1967. Secured interests, including mortgages, are recorded and filed by the Deeds Registry. Through the support of the Millennium Challenge Corporation, the government of Lesotho significantly improved the process of registering land titles; peaking at 88 under the “Registering Property” index of the World Bank’s Doing Business Report in 2014. However, since then Lesotho’s ranking in registering property has fallen in consecutive years and is now 108.

The right to private property is protected under the law. All foreign and domestic private entities may freely establish, acquire, and dispose of interests in business enterprises. Under the Land Act of 2010, foreign nationals are permitted to buy and hold land provided they have a local partner with at least 20% ownership. Lesotho has no competition law or overall competition regulator. The Industrial Licensing Act 1969, which allowed businesses to apply for protection against competition for up to 10 years, was repealed in 2014.

GOVERNMENT ENGAGEMENT TO PROPERTY AND INFRASTRUCTURE BUSINESS

Government has reiterated the need to align the construction and maintenance of infrastructure with the needs of investors, local industry and communities. Lesotho is currently faced with a maintenance backlog as regards infrastructure. This covers water pipelines, power lines and road networks. To address this issue, Government intends engaging the private sector through framework contracts for maintenance.

According to the Budget Strategy Paper which covers the 2018/19 to 2020/21 period, one of Government’s strategic objectives is to develop supporting physical and institutional infrastructure for growth and employment. Key strategic actions in this regard include:

  • Facilitating the provision of basic infrastructure to improve connectivity through roads and ICT, and to selected industrial site and commercial agricultural areas as well as tourism sites.
  • Protecting water sources and developing multipurpose dams to provide water for irrigation, clean electricity generation, potential export opportunities and sports.
  • Developing innovative solutions to improve accessibility of ICT infrastructure for e-commerce, e-education, e-health and e-government, among others.
  • Strengthening institutional infrastructure and coordination for investment and trade promotion.
